In a potentially far-reaching decision, the European Commission has decided that the French system of feed-in tariffs for wind energy on land is not excluded under prohibitions against “state aid,” and is therefore permitted under European Union (EU) regulations.

This is the largest community-owned wind farm in Lower Saxony (Niedersachsen) and may be one of the largest community-owned wind plants in the world. More than 700 regional property owners and residents invested in the project.

Onshore Wind Energy Potential in Germany: UBA’s Study Includes Setbacks

The UBA study found 13.8% of land area suitable for wind energy; 49,000 km2, and that with contemporary wind turbines there is the astonishing 1,200,000 MW capable of generating 2,900 TWh/yr. This is nearly five times Germany's current consumption of electricity. The study was done by Fraunhofer-Institute for Wind Energy in Kassel (IWES).

German Wind Repowering for 2012

Of the wind turbines installed in 2012, only 28% were installed on green field sites in Niedersachsen and only 20% in Schleswig-Holstein. The rest were installed as replacements for existing turbines that were removed as the sites were “repowered” with larger, taller, and more productive turbines.
Britain’s Community Energy Plan Proposes Doubling FIT Cap

The only concrete proposal is DECC’s statement that “We will be consulting in spring 2014 on doubling the Feed-in Tariff (FIT) maximum capacity ceiling from 5MW to 10MW for community projects.”
