The results from a series of RFPs or call for tenders in Nova Scotia are further evidence of the failure of this mechanism in developing renewable energy in a timely and responsible manner.
In 2009, Nova Scotia Power asked the then Conservative government for permission to take over unfulfilled contracts despite the apparent conflict of interest. NSP argued that because of the financial crisis they would need to step in to ensure tha the projects get built.
Of course, NSP wouldn’t have had to step in they hadn’t used a system that rewards the low bidder with contracts that they may or may not fulfill.
