An editorial in the British magazine “Nature”, noted that the Global Wind Energy Council (GWEC), Chinese Renewable Energy Industries Association and the China Wind Energy Association had called for implementation of a system of feed-in tariffs in a report from spring 2007. The Joint Memorandum on Realising the Opportunity and Potential of the Chinese wind market suggests that feed-in tariffs are necessary to correct serious flaws in Chinese wind development, including the failure of many projects to be completed and those projects that are completed are performing poorly.
GWEC has been resistant to the use of feed-in tariffs in Europe where it has supported quota systems such as that used in Great Britain.
